Per DOT rule, OS baggage rules apply, since they're the marketing carrier of the first segment. OS should apply their rule for the trip to the next stopover point, which would be SOF-LAX.

The baggage allowance will be the allowance for the marketing carrier of the first segment. UA is the marketing carrier, thus the UA baggage allowance for SOF-VIE.
I think this is wrong in two ways:
- UA is not the marketing carrier of the first segment, OS is.
- The relevant baggage allowance is to the next stopover, not the next connection point.
