That is the official policy in the Excursionist Perk era (post-Oct. 2016). If it doesn't show up via a single search, from origin to destination, UA will charge end-on-end pricing to book it. There have been
limited reports of people successfully adding connecting flights to award reservations after booking, but most people are hearing the same thing you are.
