As a NYC based flyer, it's sort of silly to expect for a flight to be on time ever. Depending on the routing, I would be comfortable booking a legal, albeit tight, connection EWR-DTW-GRR as the risks of a misconnect are not so serious. Much better than adding hours of travel time just to be safe.

If I had a J seat EWR-DTW-NRT, my analysis would change for obvious reasons.
