This normally correlates with the passenger name and also his seat is recorded. So sometimes when there is a seat change after check in this could get confusing and the normal situation is that a passenger can inform them at the Gate so the airline can check from their DCS if that particular bag has been loaded on to the aircraft. The system at check or at transfer desk cannot detect this. They will only know if the bag tags has been entered into the system.
As for the lack of lift BR has also a responsibility in requesting Gates that have lifts. In this case MNL may not have allocated a Gate with a lift but then it is BR who decides the Boarding time and they should know that the flight is delayed and hence delay opening the Gate instead of opening and let so many people stand without seats for so long in the Gate. It was very hot too.
Apologies, if i really don't understand. As a frequent flyer, i never know we need to check luggage if there is a change of seat/upgrade. the luggage tag didn't indicate out seat number from what i observed.

MNL Gate assigned by NAIA, Raise complaint to NAIA.

Sadly to say, MNL is one of the boarding gate which required longer time to clear. Normally my boarding pass indicate zone 1/ zone 2 and i waited 30-40 minutes on board. It really take long time to clear Zone 3-6, they need to unload so many hand carry. If they really delay the gate opening , they will sure encounter flight delay.
