United does not necessarily pass out CPUs at the start of the advertised upgrade windows on CPU-eligible flights , even if seats available. It doesn’t seem to matter whether or not UA expects to sell the seats at the last minute.

It's not unusual for them not to run a sweep until T-24. I see this more and more.
