So from the first statement it looks like it would not earn, but from the second that it would, since Canada is not listed as an exception. It seems the first statement is a erroneous view of the routes AY flies rather than a real desire by AA to limit the earning.

The first section (Earn and redeem miles between...) is only meant as a rough guide of where each partner carrier flies with their own metal. It has no bearing on mileage earning.
Any flights that are specifically excluded from mileage earning will be listed under the Exceptions area. It's this same way for each partner carrier.
