You've forgotten 12.5k. But generally, yes, unless revenue management REALLY screwed up. The idea is 10k = tickets available for cheapest coach fares, 12.5k = less cheap fares, 20k = even less cheap, probably fairly expensive fares, 30k = full fare only, we expect that you'll be paying $$$$$$ for a cash ticket so we don't want to make the miles price cheap.
Revenue management screwing up would be "oh, we need to release a bunch of low priced fares close in and drop fares", which would trigger more 10k/12.5k fares showing up.

If you have elite status with AS a
30K award will be immediately upgraded to Premium Class (which is the name of the product, not Premium Economy).
It is an upgrade not a separate cabin/class of service for the purposes of awards (awards book into coach or first and the upgrade comes after that, by purchasing it or elite status). This is different from DL or BA (where you can spend miles to go into their Y+).
MVPG75K would be auto-upgraded on a 10k/20k award.

AS has not formally announced their Basic Economy product (which is to be called Saver Fare), merely that it will be rolled out at a future date. So we can't answer that question.
