How else would a rate be charged other than per person or per room?

Most likely, this is a case of "it doesn't mean what it says." But I do wish large (and small) corporations would say what they mean and mean what they say.
It refers to package rate "Breakfast Included" or "Breakfast and Diner" or "Museum Package" .... when the rate includes an otherwise changed amenity. If book the BAR, regular AAA, regular AARP, .... these are no packages and offer just a room. But a $50 dinner per person included in rate or City Experience Coupon Included or Free Breakfast included in Rate (otherwise paid - no one who gets it free due to status should book that one) they would have the 2nd person stay for free as then they have to provide two dinner vouchers etc.
