I usually just book for one and then list the second guest in the comments. If my second guest is arriving before me or if I am booking some other value added rate I will compare rates and book for two.

With European properties you need to be careful if booking for one as you sometimes are booking a single bed; the property has no duty to upgrade you to a room with a larger bed (or two beds) just to accommodate your second guest.
