If you want to get into line for a shower during your layover, I'd definitely take the earlier flight.

I don't think BR actively tries to fill either flight. I've noticed on SFO-TPE that there seems to be absolutely no rhyme or reason as to whether the BR17 or BR27 is more full.
Also, note that for connecting passengers, BR will actually list the later flight first because the website by default prioritizes itineraries with shorter connecting times (e.g., querying LAX-SIN on BR's website, the first option will be BR15 because it results in a shorter connection time in TPE).
