Actually, my understanding has always been if you purchase ALI (also called SLI or SLP at other companies), it makes the rental company's liability become primary. Same net effect for someone who doesn't have any existing liability coverage, though.
I had to double check, because ALI implies
additional, above existing, but on Avis' sight it does indicate primary, kind of poor naming; thank you for flagging this.
