There is a Skyline platform for the higher C gates but I don’t think taking the shuttle from C to B makes it that much faster than walking all the way. I’d go through the first passport control to go landside and keep walking. It’s sometime since I walked this route but you may have to go down to the baggage claim level and part of the route may take you outside the terminal building between C and B.

As far as I know there is normally no car service for F passengers arriving at C gates.
