Instead of trying to book with AS web, call AS when you see the space. The attempted booking is consuming the space with JL but AS is not receiving the confirmation so it ties up the space and doesn't confirm. That's also why the space reappears after several minutes.
AS needs to book it through the back end, confirm it, then ticket it.
Is there something specific to request them to do when calling? I've talked to them over the phone many times. Several of those times they have spoken with the partner award desk and all they say is that JAL won't confirm the ticket through their system and there is nothing they can do. They did say that the space does exist.
