Just saw this bump. I had an issue with VBV but not on a Chase card. It was my CapOne Visa Signature (Quicksilver) in Singapore. After a few failed attempts I just switched to Amex - which in SG had its own (similar to VBV) tool but that one worked.
Same in India. Works flawlessly every time
