Yes, F redemption DOH-MCT would entitle you to Al Safwa access (and the check-in).

Don't know if you actually plan to fly it (I didn't.), but keep in mind that if you go to check-in desks instead of doing OLCI they might ask you to show a proof that you have plans to leave Oman (ticket leaving the country) and that Oman now requires e-visa, which is another cost to take into consideration.
