I'm not sure of all the fare codes, but BA holidays usually book into a checked baggage fare so should be upgradeable. You don't ever appear to be able to do it online though. I have just called to ask about upgrading a BA holiday flight (ET to CE) and it is possible with avios (had there been any reward availability in Club) or cash (which we decided was unnecessarily expensive) - but it can clearly be done.
