I would assume it's the same as a RU which is until the flight moves to airport control.
I have booked (and got accepted) an RU the morning of NZ1 from LAX. Had to leave it that late as that was when the RU arrived, got the status on the outbound and was day 7. Guessing was in airport control by that point as would have left LHR and was maybe t-12h
