I need one more stay by the end of this month, and was wanting to make reservations at a HIE, but not go there and actually check in. In the past, I have called the HIE that I had reservations with and told them that I live out of state and just want to check in for the points, and I've never had a problem before. But, could I just not check in, get charged one night for not cancelling my room and still get credit for Accelerate?
Ah, you asked the question one way in the title and the opposite way in the post!
So the answer to the question in the title is Yes, and the answer to the question at the end your post is No.
If it actually worked like this, everyone could get night credit for booking a stay at the cheapest IHG hotel
in the whole world, no matter how remote it was!

How much sense would that make
for IHG?
What they might do for
points (which are
proportional to the cost of the hotel) is one thing, but giving night credit just because you booked the cheapest IHG hotel in the whole world (when you clearly had no intention of going halfway around the world to stay there) makes no sense at all.
You do have to show up once at the front desk to check in. After that, you can go leave the key in room and go home if you wish, perhaps calling the hotel in the morning to tell them you've checked out. But you must do at least the physical check-in.
