I seem to recall that hotels can manage around the no blackout date requirement by toying with the number of rooms classified as "standard" -- e.g. create a different classification based on a trivial difference that would never be apparent to a customer. you could have what looks like a very basic/base room that is nonetheless not classified as "standard".
