Maybe out of date info but there is now an HI open in CPT as of a month or two back.

It's an old hotel (think called Strand or suchlike previously) ..... it's in three phase refurb right now finishing early 2019.

whilst it currently gets patchy reviews on-line, staff and management are super supportive there to those with RA etc. I know that should not count for much at HI's but certainly has for me so far. They about to start room renovations. Prices are good. It has a modest lounge. Think it threatens to be a decent mid ground hotel once the work is complete.
