1) Generally no. At least not without a change fee + fare difference, according to fare rules.
2) 964 is enough time. I've never had an issue with immigration lines at that hour and the process has improved greatly since VOA requirements for most nationalities were eliminated. Also keep in mind that CGK is planning to move all international airlines to T3 later this year.
