Delays due to weather, or apparently closed runways at PHX are "outside AA control" and therefore if you want meals/lodging for your 12+ hours that you're stuck at the airport you have to foot the bill yourself.
Want another airline? They'll refuse to interline you and you'll have to pay the ticket out of your own pocket.
What on earth would make you think that AA would pay under such circumstances. Presumably you have read the contract to which you have agreed and learned before agreeing that AA (just like most carriers in the world, with the exception of EU carriers and those departing the EU) will not pay for your hotel and food in the case of circumstances beyond the carrier's control.
That is why people carry travel interruption insurance or they recognize that it happens infrequently and when it does, they simply pay the cost out of pocket.
