Looking at the back of the vouchers, they are valid with Avis and Budget.

On each of the vouchers they have a code to enter (non unique - it’s the same on both a 2016 version and 2012 version voucher). I assume you must present the voucher itself on pick up to redeem, however I’ve never personally redeemed one.
