I have a foreign MC attached to both WeChat and Alipay. As far as I can tell, it only works for bill payments. This makes sense to me because straight up cash transfers would cost them a lot of money. If you don't have a Chinese bank account, you can always ask friends to juice your WeChat/Alipay.

ETA: I would be happy to send money to any FTer's account if we happen to be in Shanghai at the same time. We simply need to meet at an ICBC (my bank) CDM machine to pull off the transaction. I'm sure there are people in Beijing who would also do this drill.
