While mostly true, this is technically restricted to CPU eligible routes. As recently commented on, BOG, UIO, and MAJ-HNL are all routes that require a GPU and W fare but do not feature Polaris service.
The easiest way to address this is
If the routing is RPU eligible, then there is no min paid fare for use of RPU or GPU
If the routing is NOT RPU eligible, then the GPU usage on UA operated flights requires at least a W fare.
