Request to get clarification on transit visa

Hello,
We are a party of three traveling on China Southern airlines round trip from DEL (New Delhi, India) to SFO (San Francisco, USA) and back.

Amongst us three, two passengers hold Indian passport while the third holds USA passport.

Our China Southern itinerary is as follows:

30MAY 2355 SAN FRANCISCO GUANGZHOU CZ658 CHINA SOUTHERN AIRLINES

01JUN 0730 GUANGZHOU CAN DELHI DEL CZ3027 CHINA SOUTHERN AIRLINES

Our first stop-over in China is Guangzhou and then Guangzhou to San Francisco flight goes via Wuhan in China.

No plane change in Wuhan, it is just a China Southern technical stop and then continues to San Francisco.

Our layover in Guangzhou is just 4hr, 40 mins and then just about an hour in Wuhan.

So, total stay in China is a little over 7 hours

Do either of us need China transit/tourist entry permit?
Or can we get 24-hour TWOV permit at the time of landing in Guangzhou and no visa required ?

CS guys are hell bent on asking me to get the visa for Indian passport holders.

According to them, US passport holder doesn’t need it.

But, that means time and cost for me. Would like to spend those only if mandatory
