I clearly am not part of the DIY generation you say they are targeting because I am trying to figure out exactly what these lockers could be for? To store you laptop if you have to go to the bathroom after surfing the free wifi in the lobby? Are they for luggage? That would mean that they are hopefully deeper than a "real" locker. That is all I can assume even though your use of the term "provisions" has completely thrown me.
The lockers are quite deep, and of 3 different sizes, so I imagine they are intended for bags if arriving early or checking out, but not leaving the vicinity for a while. And yes, quite deep for that, the largest could take a fairly big rucksack. But I guess it could be used for locking away your valuables if leaving the hotel for a few hours, some people are fairly avid users of the in room safe - which isn't provided in this Moxy. They probably wouldn't be quite so keen if they realised that they actually aren't that secure. Provision in this sense means "supply of a service", Bereitstellung, since many hotels - though not some low cost hotels - offer a left luggage facility.

Since there aren't many departures from LHR before 07:00 hrs, and it's ok to check in 90 minutes before departure (or less) then this hotel still works for early flights. In fact the public bus services to T2, T3 and T5 run 24 hours a day, unlike the Hoppa service, so I would see this hotel as better than some alternatives nearer to LHR which only have Hoppa services in practical terms.
