Here is my take, in theory the CS is right that exp should be upgrade first in order to preserve the integrity of SWU process.

However, the EXP can remove the swu upgrade request, and the companion can be number 1 on the list (assuming no other exp). and the companion can clear first,
and then exp can now re-request the upgrade.
