I hope you realize that the ships arent the typical cruise ships that NCL etc run. At best maybe 30 cabins is a large boat. Then they go out on 1 or 2 nights only and if on the 2 nighter you leave the ship early morning and dont return to it till very late as it goes back to port to drop off the 1 nighters and p/u the new 1 nighters
That said I remember people were smoking outside on the top deck of my cruise , no smoking in the rooms or anywhere inside.
You can always pay up and charter your own boat and not worry about it
