If you have the dates correct this is almost certainly a mistake, and you should ask American Express why you were charged an annual fee prior to your September anniversary date. (If you upgrade an account they may collect the new annual fee at time of upgrade, but they also refund the unearned portion of the original card's fee, but this is merely a name change.)
