It's not targeted. Radisson points at ~.42 cpp works for some uses. I'm using it to get a cheap weekend out of town in combination with cleaning out the account balance down to near zero. All told I'm getting a room at ~50% off. It's not the most amazing deal ever but I'm spending $90 to get $180 of hotel room.
