no. It was not properly enforced for everyone. When I say proper enforcement i mean everyone gets the same rules. How would you like it if you had to follow the upgrade rules and I just waltzed on by and skipped you?

further it wasn't even properly enforced for me. My personal item was way too large as a result of moving stuff into it and out of my carry on.

so yes, total fail on consistency and even execution.
