More generally, the issue of Locker Space around Row 1 can be annoying, especially when already being used by Cabin Crew, or marked as not for stowage. Not sure what the long term answer is however, as you have to put everything Up on Row 1 so can be awkward on some occasions.
BA could very easily do what many other airlines do, and put a sign on the first lockers saying "Row 1 only", keep the bins closed on boarding so that others are less tempted to use them, and tell cabin crew not to put their bags there. It's not rocket science, but seems to be beyond the capability of BA.
