You don't need to clear immigration for exiting into West Malaysia but you still need to clear immigration for transit.
This usually does not involve long lines compared to immigration at arrivals.
unless Singapore decides to be part of Malaysia again at the time of travel, there is no such thing as “transit immigration” for airside international to international connection.
The OP, on arrival in KUL, could even rely on mobile or self-print boarding passes to just go to the departure gate at KUL for the next sector to SGN.
In SIN, just provide the KUL-SGN flight details to the check in counter staff and bags will be tagged all the way to SGN.
