There might be some jurisdictions with consumer protection laws that would be of some possible value if they did not show the TWD 190 early in the process. But if you agreed to pay the price as charged on the final checkout, then this is not really an issue for a CC dispute. You agreed to the total as paid, and presumably will receive the ticket as expected.
Further, there is no way in the world I would go with a CC dispute for $5 US even if I was certain I was right. One does not want to build a record of questionable disputes then need to dispute a major item. They are watching you :-)
