Passengers to certain destinations tend to bring a lot with them as hand luggage after maximizing their check in baggage allowance. It is not unusual to see passengers being stopped just short of the gate and asked to reduce or shed their carry-on. I have witnessed that several times on my visits to T1 DXB. So I suppose to deal with this, they have set up these special boxes so that abandoned luggage are not scattered all over the place. In my view, they should have stopped all these at check in or just before the immigration hall so that these poor passengers at least have a chance to send the excess luggage by alternative means or leave those with friends.
