IHG don't block access using a VPN. They're blocking access from the IP address your VPN provider uses. These are two very different things.

There are literally tens of thousands of VPN providers out there, and for all we know you could be using a dodgy VPN provider that uses an IP address or subnet that is well known for spam, hacking or merely being dodgy.
