i can only come to one conclusion, they see a lot of people buying so much duty free stuff that they can no longer haul all their stuff and just leave bags all over the place.
or people buy new luggage and repack their stuff and new acquisitions.
ex DXB duty free is very cheap, i think better than SIN for some euro items.
