Yes, Cambridge is in the blue badge scheme. However, locations and durations may be limited, depending on location. For details of the car parks and how to use the badge, see here:

There's also on-street parking. For example, there are several, very convenient spaces reserved for blue badge holders at the end of King's Parade, here:

Subject to availability, of course. If you don't want the hassle of driving in the city (which is also rather prone to congestion), there are several well-served park and ride facilities around it:

(You do have to pay for the bus unless you have a concessionary pass - but you do get preferential parking near the bus stop. At the Trumpington site, there's even a facility where you can pick up purchases you've made at the John Lewis in town without having to carry them back on the bus!)
