I have observed this too.
Once my bag was delayed in Hamburg, IIRC arriving on BA.
When I went to file my claim, I had in front of me other people with the same problem but arriving with other airlines (Lufthansa, etc) but we all went to the same person.
Seems these issues are handled by a third party in some way.
Bag is usually delivered within 36 hours.
Stuff like this happens.
It has never happened to me with LATAM though, not that that means anything as I know it can/may happen.
