I'm not sure I'd agree that you should pay the license plate ticket, though. That's squarely on Hertz and their responsibility to either pay or fight. I'd give the ticket to them when you return your car. That eliminates the chance that they refuse to reimburse you for it.
I'm thinking of giving the license plate ticket to them as well. My only worry is them doing something shady if they find out I got two tickets somehow, like charging me a processing fee or whatever fee it is they charge for getting a ticket.
Just paid the parking ticket online though
