Your colleague is not the first nor will she be the last to face this issue. And so far, I do not see anyone who has posted their suggested solutions here, having said that they have been a student going to study in Israel for a year and have dealt with this issue.

If you want a knowledgeable answer, you either need to speak to those with actual experience of an issue or to those who require you to do something and have no doubt been asked for answers as to how to do it under the circumstances, many times. As it is the Israeli Immigration department that presumably requires this, ask them. It's called, getting an answer from the 'horse's mouth.'
