I agree that you should pay the parking ticket directly. It'll save you money and hassle in the long run.
I'm not sure I'd agree that you should pay the license plate ticket, though. That's squarely on Hertz and their responsibility to either pay or fight. I'd give the ticket to them when you return your car. That eliminates the chance that they refuse to reimburse you for it.
