If the tickets were left on the car, you can just go ahead and pay them directly. If you don't, they'll eventually be sent to Hertz, and Hertz will pay them and charge your credit card, plus a processing fee. The missing front plate ticket, though, is something I'd take up with Hertz. If Hertz rented you a car with a missing plate, then they should be on the hook for the ticket. I'd pay both tickets, keep a copy of the front plate ticket, and ask Hertz for reimbursement.
