I used them in February for a week. It was...unimpressive, but not horrible. I'm doing Hertz next time in PR. Basically crappy SUVs were the best thing you could get. I was going to rent for ~6mo (I'm moving to PR), but I'm just going to bring my personal car from the US instead.
They had ~4 ok cars in the EA lot. I got dinged for damage which was rusty and pre-existing on return (I am not used to having to do a walkaround on a National car as an EE, or on a Hertz car as PC, or Sixt as Platinum, except in exceptionally dodgy places like Ukraine.) They also didn't have my CDP in the rate when I drove out, despite being in the aisle, and on return it was a sort of a pain. Initially got a rack rate, then something better, and I *think* it eventually charged me the original CDP rate, but only hours later. I should look into that on my credit card statement, actually.
(The agent was friendly and helpful, as far as he could be, though.).
