You may wind up having to Book a one way from USA to Israel and then buy another one way once that option opens up or clarify rules and bop around Europe after the year in Israel. That's a fair amount of time to find a deal home.

Why would the USA care about a one year return, assuming that the person has a USA passport/citizenship?
OTOH, to keep a green card, one cannot be outside of the USA too much, but I'm not sure of the exact current rule, just that it seems to be enforced much more than in the past.
