PAL was supposed to have an expanded International Mabuhay lounge which spans 2 floors, but I'm guessing that's put on hold now that they will need to move terminals. To be fair to PAL, it is possible that setting up a lounge in T1 has something to do with leasing space from MIAA as I'm sure none of the other lounges will be willing to close for PAL to do renovations.
