The GA doesn't know that you unlike basically every other passenger likes the last row. 99% of time I'm betting it was selected because nothing else was open. What you see as aggravating is for most a very nice gesture, especially if an elite member.
Sorry, I'm unsure how changing someone's seat assignment to a seat in the same class is considered a nice gesture. I could at least see the case of, e.g., seats with increased legroom, but otherwise I don't see how a same class cabin move is a nice gesture. Regardless, the right process would be to ask the passenger if that is what they want - not make a change unsolicited.
