I'm traveling AC from TLV to YOW through YYZ.
On the same day my brother leaves for Toronto and I would like to use my *G baggage allowance to bring a suitcase to YYZ for my brother. I am planning a ~5 hour connection to be able to make it as he flies on another flight.

The problem is: when making the same connection last month, I asked the AC ground staff to check in the luggage only until YYZ and the declined!
In YYZ you anyway have to take your luggage manually through customs then leave at the re-check-in belt.

My questions are:
1. Can I convince the ground staff to check me in only until YYZ and this way check in the luggage as well?
2. If the ground staff insist and all my luggage is checked through to Ottawa, will there be any issue if I refuse to put it on the re-check-in belt and just leave to the groundside of the airport, then take the connection with carry on items only? Is it a contract violation/ will they kick me off the connecting flight?
