Some travel agents are able to issue tickets on their own stock. Namely an example is STA travel in Australia, which issues fares on 000 09 tickets. They technically don't meet the plating restrictions in most LH fares as it's not LH/LX/OS/SN/AC/NH/UA document, but they somehow get issued like that anyways. Would be interesting to see how those credit.
